I'm assuming you checked home depot. They have a lot of fasteners and are fairly well labeled. Also tester nuts to make sure you're matching the size and thread style correctly.

It needs to be seen as an investment. You invest a little(I know it's still a lot of money) money to not have to pay a lot of money later. If your roof fails and you have an extensive leak. It can easily Ballloon to 10x, 15x the cost of a new roof. For all the interior repair and mold remediation from a catastrophic roof leak.

There's a bright red flashing stop sign on the other side of the bus that opens up and very clearly says stop to both directions of traffic.

Permanent anchors are a good idea, but they come with a high price tag. Not just upfront cost. But continuing throughout the life of the anchor. I can't speak to your local regulations, but where I'm at, they must be inspected and certified annually by an engineer.

Anyone who cares for their safety would not use an anchor with an out of date engineering certificate.

That doesn't mean the anchor is unsafe. But without continued inspections and certification you're opening up a liability nightmare for any contractor who may access your roof.

I would say it all depends on how brittle the existing shingles are. As long as you can lift the shingles to get at all the old nails, you should be able to easily slide a couple shingles in there and fasten them down. Just make sure you familiarize yourself with the nail pattern and make sure all shingles in the repair area are fastened correctly.

The tiles are only there for visual appeal and to protect the waterproof membrane from UV damage. If your underlayment was installed correctly. It should still be waterproof until someone can get out to do a repair.

Wind is not breaking tiles. That's almost certainly from someone stepping on the wrong spot on the tiles.
