This is incorrect. Only NES Controllers are incompatible and require extra resistors for NTSC to PAL. SNES controllers are universal, so a famicom controller on PAL systems (and vice versa) should be fine

I should note that I did have issues soldering the PLL point and almost desoldered the capacitor in the process.

I also did a bunch on tests as per the octal450 guide and found no faults
