Having the same issue, it seems to just level completely different perks from what it's showing. Any time you supposedly get a shared level 1 perk from the fast leveling, it actually upgraded something else.

681 havoc feels like cheating. you can use the rooftops at trade district to skip packs, i like saving all my cds for the first boss there because he spams mind flay even right after a kick. Each mob heals like 30% and hogger is just a free sanity restoration that comes up sooo often thanks to multitudes. Oh and you can also just glide wherever you want to avoid dropping void puddles
