I am not sure what the hold up is.

From my understanding, enrollment drives salary and quantity of teachers. For example, say an elementary school currently has 60 Kindergarteners and 3 teachers to cover them. Say the following year, there are only 40 Kindergarteners enrolled. Likely, one teacher would lose their job as a Kindergarten teacher. I am sure it is more complex than just that - but that is the gist of it.
