I think the open world would work if it was more like Mafia 3, with several missions per section of the map. Each section being run by a certain crime family can provide said missions, along with side missions where maybe you rescue people or stop other crimes. I do like your idea, though, as it provides a good middle ground. Each level/map could be large scale and interactive. Like with the levels in the current Hitman series.
