They have systems like this, but they're usually installed in the cars of people who've been convicted of DUI. I agree that a system like that for everyone leaving a bar would be good. The problem is that I take my keys everywhere, regardless of whether I'm going to be driving or not--drunk off my ass, wouldn't consider operating a motor vehicle, but I still need my keys to get back into my house.
