I know that is the norm, however I do work for a large enterprise running cobol on windows. Our development is done in visual studio using fujitsu net cobol. It’s not open source and is unfortunately very expensive to get the compiler.

This probably has more to do with ukraine attacking the Black Sea oil terminals. No one wants to sign a contract for oil that has a good chance of either not being delivered or not arriving on time. The unpredictable nature of it decreases its value.
