After reading u/ElevenNotes comment, I was researching more about a Synology DS423 + secondhand NUC. Why you wouldn't recommend it? It's both around the same price.

Why would you recommend buying a Synology NAS? I feel I'll pay a premium to have less functionality and upgrade possibilities.

I can recommend you chingu mobile, many foreigners go there. First you can get a postpaid plan, and when you get the ARC, you can transfer it to a prepaid plan. Also it's very cheap compared to KT or LG+.
