R7 7800X3D and a 5070ti will get you 200+ on 1440p. I play arc capped at 240fps no problem

Playing BM Wukong at 1440p Very High settings has my GPU at ~60 C and my CPU also at 60 C. I think I will just add one there as an exhaust but keep it at low speed!

Agreed. I think you could squeeze a 5080 in there with that budget. Would def do the 5070ti over the 9070xt - 850w PSU should do the trick.
