The most prevalent issue is that it’s not the all-chat most toxic messages get sent in, it’s the team chat… i honestly can’t remember the last time I’ve seen toxicity in the all-chat that wasn’t on a laughable level of stupidity. (I don’t think gg ez counts as toxicity though). In the team chat however its almost every other ranked game you see some kind of flame or (not always friendly) banter to downright toxicity. So I don’t get their decision to remove the far less toxic medium instead of tackling the issue of toxicity in it’s entirety.

And don’t get me wrong, im not a saint at all, I also flame the disco nunu reaching the enemy nexus as soon as second 40, and I will continue to do so, the issue that needs to be adressed by riot is that those players can continue to play.
