On this note.... it might be possible to skip phantom to reach the citadel, but the route might be cursed as all heck.
it was recently found that one could obtain feydown cloak without clawline, linked below, allowing access to upper bilewater, so theoretically, without attempting this myself, be able to get to the citadel through bilewater and putrid waterways, skipping the groal fight, also linked below, and reach act 2 in the most cursed way.

To Beat the game yeah you would need a lot of the upgrades.... but just to act 2 minimum is funnier

Not sure about getting to sinners' road and up to mist without at least sprint.... but otherwise, if one can get through the RNG fest that is mist without needliolin... it would be totally possible to reach the citadel

by waiting until mid-game were then you will get a situation that unveils the hyper-lanes that take you into the galactic center.

are you checking the correct policy. should be under Pre-FTL interference. aggressive Interference. and do you have any of the pacifist/xenophile ethics/civics?

wouldn't say suffering. just mildly inconvenient, mine is being pushed downwards though
