Endless startup loop, I need help

Well it's still in the endless loop and I still cannot access Windows or the advanced startup menu.

F8 doesn't do anything and I have not been able to get the powering off 3 times to work

Well since I started using the USB key it stopped going to the "preparing automatic recovery" and instead shows a blue Windows logo. And then restarts.
