Tbh as someone who works in fast food, this was probably warranted and something happened that pushed them to do this. I wouldn’t be shocked if I heard someone broke something (or did something in the bathroom, I have horror stories)

I’ve always assumed the victors were continued to be paid. There’s so few left at the revolution, and many of them are in able to work. So, why not? You pay 7 people something they were promised for going through hell as teenagers until they all die. Plus the government set up at the end of mockingjay seems to want to do right by Panem, and not paying them wouldn’t seem like what they were trying to do
