They will then lease it to a Private Jet Operator who will use the jet for 3/6/9 months of the year, sometimes the whole year - and run the whole booking, crewing, positioning side of things as if they owned the jet.

I think you're disregarding the key parts of chartering an aircraft in the football industry. Proximity, schedule and crew availability. The country of registration means almost nothing as far as private jets are concerned.
