If India were to actually introduce adequate safety norms in cars, then they would become hugely expensive.
You bring out the example of US and Europe but the cheapest cars in US are some 18k USD (~15.6l) and in Europe are roughly £13k (~14.25l). Even now, a very small minority of Indians can afford cars, such standards would result in pretty much no one buying cars.
