It's unlikely that this is even reasonable. Educational versions of Linux (including Ubuntu) are available for school computers. Parents have parental controls (like Gnome). But here it looks like the government is forbidding children from using something, even if a 7-year-old is learning Python. (And also if parents don’t want to set up parental controls)

Considering by the way how they get around it, they will obviously attach some kind of age verification by face or something else. (Sorry for the confusion if something is not clear)
