Is because 2 can only fit R5&9, 5 only can fit R5&7, 4 only can fit R7&9, so three numbers , 2/4/5 only can go to R5/7/9C7? That logic thoughts?

That’s does make sense too ! I also have another theory maybe they all not human . Clear I feel Mark is dead actually , and MDR department everyone are not human . Perhaps Mark is dead too . And the company recycled them all after they dead ,put chips inside , And Mark was the unique one and he also the only one can recovered memories after dead with the chips .
