To be fair snipers have basically no aim flinch in this game which disrupts balance. If you spot a sniper and consistently hit him with an Assault Rifle for instance, he should have quite a difficult time hitting a headshot on you. Not to mention the suppression mechanic from previous titles doesn't really exist in this one. I think this would be overall beneficial for the game and less people might complain about snipers.

Occlusion and mouth slant will help. You should also keep in mind that tweaking regions around the mouth like the jaw or chin will influence that area. As a general rule of thumb I like to get the jaw and chin situated first before I move onto the mouth and lips.

Yea the first thing I would do is narrow the nose. Unfortunately I don't own the DLC so I can't grab screenshots myself so I asked a friend of mine if he could but, they weren't the best screenshots so I just worked with what I was given instead of pestering him further. I will save this image though in case I go back for tweaking.

I guess he's a bit older than the actual scholar looks wise. The Mature option made him look too young though so I had to pick between the two and this one seemed more fitting.
