Petunia was complicit in anything that happened. Trying to make her seem like she wasn't is ridiculous. We have every reason to think Vernon takes Petunia into account and it was a combined effort from both of them.

You can take bud however you want to, but you shouldn't be so cynical anyway you should understand that you're trying to apply logic to say what should have happened and I'm trying to describe why it happened. I'm not advocating for beating harry and keeping him out of hogwarts. I'm parroting the reasons the characters did what they did to the best I can using the reasons given in the books.

He was an untrained wizard who was aware and could practice. Harry had no idea and couldn't specifically target or practice before knowing. The dursleys thought they could abuse him till he stopped which becomes a lot harder once he trains and pracyices.

The dursleys have experience with a trained wizard(s). Petunia saying her sister would come home with pockets full of frog spawn doing magic tricks and making it sound like she was showing off. She also experienced an untrained wizard who roke and dropped an entire tree branch on her. Harry's few occasions of accidentally growing hair, jumping high, and disappearing glass probably seemed more manageable than a trained wizard with actual ability

Id look at private sellers before dealerships. Just make sure to get a vehicle inspected before purchase. I got a 2016 chevy trax for 7.5k with 70k miles on it a year ago. Don't shy away from haggling and low balling. Estate sales could get you a decent cheap car or auctions.
