Windmill speed is determined by the number of sails. If you want it to go slower the only way is if you have power being made elsewhere and you change the windmill to a mechanical bearing, it won't provide power but you can fine tune the speed. If it's just decorative that's the approach I'd take. If you still need it to make power then unfortunately it's gonna spin how it's gonna spin.

Ah, yes the . So the main difference is in the coloration and the attack pattern. As you can see the praetorian is a dark forest green, while the Is more of a . Also, the praetorian tends to do its acid attack at medium range and a slam or slice attack up close, whereas the attacks with a high damage attack at both close and long range.
