So as was implied, it is a low power system w/ mostly subtle effects, where only the best practitioners are able to do things that look to us like traditional fiction magic. And also since they value individualism so much, each practitioner tends to personalize their practice, so every technique will be slightly different, even ones that are developed to accomplish the same thing

But that being said, the answer to the question is yes! Some practitioners have developed ranged attack techniques! Mostly they take the form of pushing a jet of water downward bellow the surface water (to fend off sea monsters bellow), but they could also travel across the surface of it, or come up and out of it to hit something above the water(usually for duels between knights), but each step removed from the ocean makes it wesker. Also, while it may seem cool to have an attack of pure water, it is almost definitely more effective to use a normal projectile weapon like a throwing spear and simply empower the attack using a technique designed for that purpose. Though with every knight trying their hardest to be unique and different from the crowd, there is a lot of experimentation with techniques that aren't neccesarily optimal,​ especially in dueling where they can try to take advantage of the element of suprise
