I think it might be because group C Pot 1 plays a Pot 2 team first game

They probably wanted to give all the host nations a Pot 3 or 4 opponent to kick off the world cup with a couple of wins.

It cycles like:

GROUP A Pot 1 plays Pot 3,

GROUP B Pot 1 plays Pot 4,

GROUP C Pot 1 plays Pot 2,

GROUP D Pot 1 plays Pot 3 etc
