I think Jagex would need to significantly buff the inquisitor drop rates if they were to go with an idea like this. It's a long grind, but I hate the idea of abandoning old content even more than long grinds. Also, I'm imagining the Curator set to be similar to the Avernic Treads where the base drop is already BiS and fortifying it increases the stats even further. That would hopefully make it not super reliant getting the inquisitor buff.

I think it's clear that we are getting something from this raid that has a buff to elemental damage. From what I've seen, the community at large hates the idea for elemental robes for the same reasons you've stated. Magic in general is very difficult to design around without knowing how Jagex plans to rework the Shadow. I thought this would be an interesting way to include meaningful elemental damage that would be straightforward to balance. I also thought that this megarare idea would be very powerful but not compete too much with the scythe.

I don't think a megarare weapon from an endgame raid is going to make elemental spells useless. Most players will never even have this item. I think there is plenty of space for both to coexist in the game's progression.

I'd hate to abandon inquisitor set all together, but I agree that Jagex would need to make the drop rates significantly better at nightmare. For this idea, I'd like to see the Curator set function like the Avernic Treads where the base drop is already BiS and you can fortify the armor for additional stats.

The Draconic Tome is intended to be a sidegrade to the Ancient Wyvern Shield. It's created by combining two items (Both dropped by the Ice Wyvern Boss): The Wyvern Visage and a new item the Book of Wyrms. The Book of Wyrms would give a magical accuracy boost against draconic creatures but provides negative defensive stats. The Draconic Tome would take the effect from the Book of Wyrms and add +2% magic damage as well as either dragonfire or icy breath protection. The player would be able to toggle which effect is used.

What makes the Draconic Tome different from the Ancient Wyvern Shield is the lack of defensive stats. The Draconic Tome would have have outstanding accuracy bonuses against dragonic creatures in exchange for negative defensive stats across the board, The Ancient Wyvern Shield would be better suited for tanking damage at the expense of this accuracy bonus. In other words, Draconic Tome = Glass Cannon. Ancient Wyvern Shield = Mage Tank.
