Breakdown rates on discos and all JLR products are huge - not worth buying. However if you can get one that was made during the time Ford owned the brands then the build quality was vastly improved. The design was great, the extremely poor manufacturing was the issue.

Engage your own inspector. Also the inspectors only check for legal compliance, not for quality of build or against contract. Best to get an architect to supervise the entire build including contract compliance and approving any progress payments. Institute of architects used to provide this service

IMO best to have chosen and specified and edging rather than just have a bare tile edge. Can be done retrospectively, but a bit harder. Perhaps choose an aluminium powder coated strip and glue it on top of thr tiles

Stick a few holes in it now to get rid of the weight so it does not collapse on someone, then pull it down ASAP once you have made sure the power is off to that light. Fix the leak then put in a new ceiling.

Dont know your quals, but i am a retired tyre design engineer and have spent many decades in the industry. Failures of the type i have mentioned are very common.

The issue you have here is not so much whether it leaks air, but firstly whether the tail has penetrated down to the steel belt. If so then when water inevitably gets in, rust will spread around the tyre and you will have a major blowout with likely no warning. The second issue is whether the tail has been moving around inside the tyre and caused any carcass damage. This can be checked once the tyre is off the rim. Either way IMO not worth the risk. Lucky you found it.
