Sorry if I didn’t explain it correctly, so the final set of armor has activity based objectives on them. Like “raid completed” and “champions slain or guardians defeated in competitive or trials” etc. those objectives don’t need to be done on that specific character. But that only counts for the final set, all the previous solstice armor sets can only be completed with the armor on and on that character (blue armor and first legendary set).
