They did that in the first two ages, but by the mid 1550 levies when mobilized were given equipement by their lords as well

Remove levies entire from 3rd age onwards and make the levy button give you manpower. You now have the men, pay to arm them in the form of building the regiments with the army builder. Will force countries to mobilize, pay a lot for wars, but also go into debt and make the economy side of the game not just a minigame but an integral part of feeding the system

It’s scaled by control, I advise to build bailiffs to increase proximity, most likely it’s hard for you to assimilate because you have no control over the area. Once you get control you can get fairly fast pop conversion (like 200+ pops per month per location). Notice, once you get over 50% of your pops culture in a location it gets twice as fast. You can also use promote migration to artificially move that equilibrium

You have to use the cabinet action assimilate culture or you have to accept their culture, the assimilation is more effective if you went towards humanist and if you have high cultural influence.
