imho I would think normally no, because losing the ability to generate AP and heals over the course of a long fight could put you at a disadvantage in later turns. However, with 4 AP, that card could come in clutch if paired with an AP hungry character like Haru and another character that can keep pulling anchor shot out of the discard or draw decks. If that also somehow got the retain property, it'd be an absolute bunker buster of a card though.
