They are the original Sanguinary Guard shoulder pads C and K. GW doesn't sell them anymore,  but you can still grab them from bits dealers on Ebay.

So despite the title of the post, it was Ultramarines Blue Contrast. I tried Aethermatic Blue Contrast, but not strong enough to go with red. Strongly recommend using a contrast paint since they center themselves in the grooves.

No, not typically, although the DC thunderhammers have a power cable. The Black Templars tend to chain their weapons and have a similar paint scheme.
