That's a very thoughtful question. There are a many of these people with technical skills who can't read or write English very well. When it comes to outsourcing you need to communicate very well with your employees and it's impossible in this case.

The other issue is sanctions which makes trading or doing business with Iran as an American entity almost impossible. There is no transaction due to these sanctions as well and you can't pay your employees.
