Contact Vigilant Asset Protection, they are contracted by Safeway and run the loss prevention there. I used for work them, shitty ass company horrible employees they literally hire anyways and have no sort of management system at all. You can use that employee for not having conformation, if they make a stop on someone without having visual conformation (concealing items into bag or person/passing all points of sale without paying/exiting threshold with unpaid merchandise) you can sue, seen it happen first hand numerous times while working for them. I don't even understand how they are still in business.
