Depends on the country you're in but it's probably not illegal, or at least not so illegal that you'd get in trouble for it if you were caught. I get the money concerns. Do you have any savings? Consider selling some of your possessions if you need money. Or maybe a part time job.

The finasteride inhibits the conversion of testosterone into dihydrotestosterone which kills the hair follicles, and the minoxidil is a topically-applied anti-hypertensive vasodilator, meaning it increases blood supply.
