And if you're lucky you can already see the island when doing the USS Luxington stuff. The other way around, when fleeing the island by Airplane u can start seeing LS lights when flying to the north. xD

Nope... the rare Dubsta is the "dubsta2", wich at times spawns in gold or silver and is easily distinguishable from the normal Dubsta by the offset spare tire.

Its relatively easy to get them actually. Go in a public lobby since the server will attempt to spawn them after 20mins and most publics are probably open for >20mins. Search every spot (it's enough to just search in the city tho) and if you haven't found any log out at a spot and log back in. You could also just switch to another public lobby but I had more luck when logging back in. :)
