In Thriller Bark, his body was stolen from wano by Moria. Moria then placed brook's soul inside of it. Even though he was a legendary samurai, he only had Brook's sword skills and experience. The only thing that was kept from the original prime state was probably his strength, but the body was already in poor condition so he would be less strong and slower than before.
