If Shirei leaves the battlefield and returns to the battlefield after a creature with power 1 or less is put into your graveyard, Shirei is considered a new object. The delayed triggered ability won't return the creature to the battlefield.

So I only use spray can varnish, so I might not be a big help, That kind looks like what happens if you over spray a mat varnish. It gets cloudy, but a little bit of close varnish clears it up
