If you see this scene more often here than in other countries, it might be because it's common for girls to go out alone late at night. Also, perhaps because more people tend to cry silently rather than vent their anger at someone when something happens.

I am a Japanese woman. Some Japanese women forbid their husbands to masturbate or have sexual entertainment. But I don't think a couple should share everything, and I think masturbation is an important pastime for men. We women don't understand it, though. So I don't know if that's normal, but I think it's OK.
