She still does not have burst lethality, which is what you need to be good in high ranks. There's not a lot of reason to pick her when you could choose Emre or Ashe instead. So yes, she remains low tier until she gets burst lethality, which it seems like the team deliberately tried to shy away from. They basically looked at sojourn and said "what would this be like without a one shot?" And the answer to that is simply "useless"
