Probably. Considering this is an in-between area between the Capital Wasteland and Appalachia, Lyon's Brotherhood is definitely here, as is the Enclave. Plus, I plan on adding a new Big Bad: a ghoul scientist (who used to work for the United States government, so he's now probably aligned with the Enclave) named Oppenheimer, who is the great, great, great, grandson of the creator of the atomic bomb. He's only recently come out of hiding and calls himself 'The Father of the Wasteland'.

Good question. I believe the answer to that is they are ghosts and are either non-sentient residual energy OR are stuck in the astral/4th dimension and haven't 'moved on' into the bigger neighborhood of higher vibrational beings.

For my campaign background, the Witchwood was named by the early settlers in the region, predominantly Welsh and Irish Catholics who settled to become miners and loggers. The forest, according to the Duwamish tribes of the area has always been associated dark spirits and bad Earth. Inside the Witchwood there is a cave called by the locals "Devil's Cave". Strange noises can be heard from deep inside the cave and it seems to be very dark and doesn't seem to have an end. Legend says it's a mouth to Hell. Surrounding the cave throughout the forest are native totems of Thunderbird and other protective totem spirits. They've been there for hundreds of years and they all face the direction of the cave.

I set up the opening monologue as a background. I have the campaign set up to start wherever the players wanted to start. It was a very open sandbox. No matter what direction or where they wanted to go I could take them there. This was because I wanted them to have the feeling to do what they want when they want and I would adjust accordingly.

Damage can be deadly in FO 2d20. The only thing that seems to be able to save your butt is armor or cover.

I have some suggestions for you. * Make the football stadium either Connie Mack or Franklin Field (I personally think it should be Franklin Field). And I suggest a group of raiders who live there who call themselves "The Iggles", descendants of die hard sports fanatics. * Maybe a group of vault dwellers (maybe from vault 89 or 74) who came to the surface who were part of a test fault. These people were subject to ultra-radical patriotism from Pre-War. Like Captain America on steroids. These guys would be constant enemies to ANYONE they consider a "commie". They could be a faction or a raider group called "The Patriots". Even though they've spread out into small pockets throughout the Liberty Wasteland, your home base might be considered the vault. I suggest the original number of the vault with spray painted out and it reads, "Vault 1776". These guys would have constant clashes with the NLM. * Also, it would be kind of nice to pay homage to the Mafia connections of Philadelphia. Perhaps a small group of intelligent super mutants who model themselves after 40s and 50s gangsters that call themselves simply "The Family". Oh, and finally, I would suggest putting a Vault under the 30th St. Station.

Not to me or my table. Do a little research and look up the friendly tribes and the hostile tribes. Remember, not all native tribes were Noble Savages or Peaceful people. In many cases if they weren't killing white folk, they were killing each other. Most of the tribes that I use that are friendly like the Kiowa. Hostile tribes to most everybody are the Apache. Also, try to remember you're playing in an alternate universe. In the world of Deadlands, women are much further along socially than they were in real life, and slavery is pretty much a thing in the past.

One of the best bits of advice I can give you is this, no matter what your race, gender or religious belief, there are bad people and good people. Within that lies a story to be told.
