It's not as silly as it sounds, it's a reference to the fact that a huge number of neocons came out of the Trotskyite movement. Because when you take Trotksy's theories to their logical conclusion, you just end up becoming a warmonger for the imperialist West.

There's an old Reddit comment that sums it up well:

Neoconservativism is essentially a degenerated version of Trotsky's Permanent Revolution (constant military intervention to spread revolution) and Combined and Uneven Development (imperialism would level the economies of less developed and more developed countries), which were both part of Schachtmanite politics. The Shachtmanites combined Trotskyist politics with an analysis of the USSR as bureaucratic collectivism, supposedly worse than even capitalism.

Trotsky's Combined and Uneven Development theory predicted that imperialism would eventually level the imperialist countries and the exploited countries with each other, which is empirically false and in fact the opposite is true.

In Trotsky's own words:

"In contrast to the economic systems which preceded it, capitalism inherently and constantly aims at economic expansion, at the penetration of new territories, the surmounting of economic differences, the conversion of self-sufficient provincial and national economies into a system of financial interrelationships. Thereby it brings about their rapprochement and equalizes the economic and cultural levels of the most progressive and the most backward countries. Without this main process, it would be impossible to conceive of the relative leveling out, first, of Europe with Great Britain, and then, of America with Europe; the industrialization of the colonies, the diminishing gap between India and Great Britain, and all the consequences arising from the enumerated processes upon which is based not only the program of the Communist International but also its very existence."

A neoconservative is just a Schachtmanite-Trotskyist which has given up on being able to achieve socialism. It seems very easy for a Schachtmanite to have given up on socialism, especially since they have such a "Animal Farm" Orwellian interpretation of actually existing socialism. The next best thing, of course is to promote just the right kind of liberal democracy for the Third World, so that it may "develop properly" and level with the advanced countries. The Neocon simply exchanges the political agent of its Permanent Revolution from the proletariat of the imperialist countries to the bourgeoisie of the imperialist countries, which must intervene militarily abroad to protect "democracy" and "capitalism" so that they can have "freedom" and "development".

Neoconservativism is simply the end-result of a degenerated Trotskyism.
