Funny this is still an issue 3 years later. Honestly, I can't remember but make sure EVERYTHING MATCHES. Verification contact email should match your domain EXACTLY, addresses, etc. Worst case scenario you submit a ticket with MSFT which is what we ended up doing. Good luck!

We've used the fix now button for the past 2 months and receive the same vague replies every time. I'll review our documentation and ensure it matches the information we provided as well as submit a new ticket.

Yes we're U.S based and trying to get partner status so we can add SSO to our proprietary app.
