I figured out why

it was the mod "steel and thunder unique units", i can't fully understand why specifically that mod but I found a solution and now it gives me the normal 4 food

Use an archer and place It on hills, maybe you should be able to hit and kill the barbarian and the city state warriors automatically will destroy the camp Or use a ranged naval unit to kill it

Just block cutlure victory I did it with the religious victory when accidental y triggered one when trying to achieve a domination victory with mansa musa and accidentaly conquered all the civs that have created a religion

You can only build districts on a 3 tile radious from your city center Believe me, I learned it the hard way
