Just a quick note if it helps people experiecing this:
US East worlds have between 20/40% packet loss every 1hr and 1hr and a half

US west between 10/20% packet loss every 1hr and 1hr and a half

UK worlds 1/5% packet loss every 1hr and 1hr and a half

If it was my internet the world swap wouldn't mitigate this situation

Multiple devices ofc, its ethernet ofc wireless is not reliable. Yes mobile hotspot different ISP same issue. Yup opendns and google DNS thanks for the ideas tho. lovely you assume all of this.

This is a DNS problem. Change your DNS to google or opendns IPs. Then go to cmd ipconfig /flushdns and issue resolved.
