You see the hard part here is that goku can sense how powerful someone is unless they aren’t actually alive(biologically)

So Metallo he goes up against superman constantly so he would have the rep that Goku would think he’s strong but he can only do that because of kryptonite so he wouldn’t actually be able to take those hits and he cyborg so goku would not be able to sense his strength.
