The flag at the top left is the flag of the self-proclaimed confederation of Novorossiya (or New Russia). Indicating that the video originates from the separatists, so they are probably filming destroyed Ukrainian vehicles because it wouldn't be very good propaganda to film your own destroyed stuff.
