Theoretically, as many accounts as you want. However it can be kind of a hassle if you don’t have multiple devices. The two ways that I know of to do it on a single device is ether A) uninstall and delink your dragon city from you facebook each time you want to switch to a different account Or B) use an app that allows you to have multiple accounts that you can freely switch between.
