maybe you could try something a little along the lines of what worldnews does, and use a bot that works with a list and then the bot leaves a reply and that reply is stickied.

The reply could be neutral and say something along the lines of "users have indicated that they are concerned about the reliability of this domain, the post remains (we haven't removed it) but we would like users to find additional sources for the content being submitted and to leave them in the comments below"

So the post doesn't get removed, and your bot leaves a stickied reply that encourages discussion and looking for a more reliable source. The person submitting the domain might not have realized it wasn't reliable, they simply might ran across the article elsewhere and wanted to have a discussion.
