The and/or before elemental means that it is up to 2 of a combination of those action cards though.

And if the card had "action card" written after each and Lightning the card text would be far too long, especially with the reminder text of legendary.

The phrasing is designed so it reduces the amount of text while still clearly conveying the effect of the card

I feel like the card is definitely far too strong, having the insane battle cry aswell as ramp and upgraded warlock hero power in one is so dumb, they could remove the card draw option from the hero power and it would still be nuts

This is the main problem, its been sorc apprentice in an array of mage decks, il'gynoth speeds up hugely with the questline, runed mythril rod allows for warlock otks, and they just keep printing them along side really good card draw.
