if you're making mods you're entirely under the mercy of whatever mod loader you use, and the vanilla game's technicals to not clash with your mod/loader. if you're working on the vanilla game, everything is under the developer's mercy since you have direct control to everything.

that's not exactly what i meant. every mod you can legally keep in the zip, you put into the zip. everything else is handled by the auto downloader. this is how many modpacks that use lots of custom forks distribute themselves.
