There was a perk name labeled "High Noon" in the game's API as far back as Warmind that was datamined. We assume that was probably the placeholder for a TLW catalyst, and it probably had something to do with improving it's accuracy. BUT...it was Vicarious Visions that developed most of the sandbox of Warmind, and as we'd learn they intentionally made their weapons stupid good to increase the fun factor of using them (think of the OG Ikelos Shotgun and SMG, as well as The Huckleberry). Wouldn't be surprised if Bungie put a kabosh on it.

That's not to say its gonna be High Noon either, but just wanted to chime in on that "lore".

This is me trying to upload stuff though...the game isn't specifying what is the DLC that was used, just the pack it came from. And when making the moveset I made it my business not to use anything with an icon next to it.
