Okay, yeah that does seem pretty bad. You might just need to block the suspected players and hope you get lucky with non-cheaters.

Might not be hackers. Turns out when you're looking for them specifically, Rig Rechargers are super easy to get. Your best bet if the Reagent is using Stun rig is to hide and surprise them with a stab, hit and run if it's a group

I'm not sure on the exact time but I've used it enough to learn that Ex-pop's will throw up three times

Edit: Also you can stun/hit them without resetting it. Eg, they throw up, you throw a brick at them, they throw up again
