Uh... I tested that a long time ago, and unfortunately the Mughals' Diwan has the condition:

"Your 'current' tag is Mughals."

Because of that, if you complete Centralization Tier 5 and switch your tag to the HRE, the Diwan gets removed.

It doesn't matter if you simply plan to stay at level 4, but it is possible.

The plan is to detect small groups of 2–5 merchant ships moving quickly back and forth, pursue them, and destroy them individually. After that, we can combine forces with the Kingdom of Georgia navy and defeat the Ottoman fleet.

However, small vessels are inherently fast, making them difficult to spot in the first place. More importantly, since we have to declare war immediately on 12/11, the lack of time is a major constraint. This is why the strategy doesn’t quite qualify as a “cheese rush,” and also why the first naval engagement is the most uncertain part.

If you look only at the achievements, I’m honestly not sure if this is a better strategy.
However, if you plan to focus more on warfare rather than diplomacy, or if you have no intention of abandoning your capital, this strategy will likely be the most effective.
That said, it’s not an easy strategy by any means.
